Josh Roffman is the Managing Attorney of the Firm. Josh’s practice focuses on advising and assisting employers with using data and statistical tools to evaluate their employment practices. He has been advising federal contractor employers about compliance with federal and state equal employment opportunity and affirmative action requirements for over twenty years. He currently is guiding employers in assessing their DEIA and similar programs for risk mitigation and compliance with nondiscrimination laws.  Josh also advises and assists employers with privileged pay equity statistical analyses. He develops and runs the statistical analyses and combines that with knowledge of the law and a pragmatic understanding of businesses and other employers to ensure analytical rigor, usefulness, and legal soundness.

Alissa Horvitz is a Member Attorney in the firm she co-founded with Josh Roffman. Alissa focuses her practice on evaluating nondiscrimination and equal opportunity throughout all phases of employment using data and employment analytics. This includes analysis and advice regarding EEO in recruiting, hiring, promotions, terminations, and compensation (pay equity), as well as DEI reviews for government contractor employers. Alissa also does live and virtual training on relevant employment law topics.

James McCauley is an Associate Attorney with Roffman Horvitz. James’s experience includes evaluation and analysis of employment practices to ensure equal opportunity; preparation of EEO-1, VETS-4212, and California Pay Data Reporting filings; pay equity analyses; and analysis of applicant and hire records to address potential claims of hiring disparities.

Meredith provides advice and counseling on day-to-day employee-related and compliance matters, ranging from Family and Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) matters to termination best practices, restrictive covenants, and employment agreements, as well as advancements and changes in the pay equity space. She regularly assists clients through pay equity disputes and internal audits, and on global compliance with pay equity legislation. She also advises clients, including federal contractors, on affirmative action, legislative and regulatory changes affecting employment matters for federal contractors, and Office of Federal Contract Compliance Programs (OFCCP) compliance issues, developing affirmative action plans and representing companies during the audit process.

Meredith frequently partners with companies to analyze and develop diversity and inclusion initiatives, and to analyze compensation programs, to not only ensure they are in compliance with applicable law, but to help them achieve internal equity and other goals.

Meredith’s litigation practice includes all aspects of employment law, such as discrimination, harassment, retaliation, trade secrets, and wage and hour issues. She represents employers in state and federal courts, as well as proceedings before the Texas Workforce Commission, the Equal Employment Opportunity Commission (EEOC), and the OFCCP.

Meredith is actively involved in the National Industry Liaison Group (ILG), along with local ILGs, which assist federal contractors in obtaining education and networking with fellow federal contractors. Her role on the Board of the National ILG allows her to collaborate with OFCCP, EEOC, and other governmental agencies to address key issues faced by the contractor community and helps her stay current on regulatory changes and other agency developments.

David Cohen is the founder and President of DCI Consulting. He provides consulting services to employers and management law firms on a wide range of human resource risk management strategies, particularly in the areas of EEO/affirmative action program development, systemic compensation statistical analyses, comprehensive human resources self-audits, and employee selection and test validation. In addition, Mr. Cohen is the co-founder of The Institute for Workplace Equality, a national nonprofit employer association that trains and educates federal contractors in understanding and complying with their affirmative action and equal employment obligations.

Recognized as a national EEO and affirmative action compliance expert, Mr. Cohen speaks frequently before corporate leaders from Fortune 500 companies, and at regional and national ILG conferences and OFCCP events. In 2006, he co-authored a book entitled “Understanding Statistics: A Guide for I/O Psychologists and Human Resource Professionals,” which was published by Wadsworth. Mr. Cohen is also the Associate Editor of the Applied HRM Research. He also created DCI’s HR Equator™ salary equity software, which enables companies to conduct systemic and other compensation analyses to comply with OFCCP and EEOC requirements.

Mr. Cohen has a M.S. degree in Industrial and Organizational Psychology from Radford University and B.A. degree in Psychology from West Virginia University. He is also an adjunct faculty member at the University of Maryland Baltimore County at Shady Grove.
