David Cohen is the founder and President of DCI Consulting. He provides consulting services to employers and management law firms on a wide range of human resource risk management strategies, particularly in the areas of EEO/affirmative action program development, systemic compensation statistical analyses, comprehensive human resources self-audits, and employee selection and test validation.
In addition, Mr. Cohen is the co-founder of The Institute for Workplace Equality, a national nonprofit employer association that trains and educates federal contractors in understanding and complying with their affirmative action and equal employment obligations.
Recognized as a national EEO and affirmative action compliance expert, Mr. Cohen speaks frequently before corporate leaders from Fortune 500 companies, and at regional and national ILG conferences and OFCCP events. In 2006, he co-authored a book entitled “Understanding Statistics: A Guide for I/O Psychologists and Human Resource Professionals,” which was published by Wadsworth. Mr. Cohen is also the Associate Editor of the Applied HRM Research.
He also created DCI’s HR Equator™ salary equity software, which enables companies to conduct systemic and other compensation analyses to comply with OFCCP and EEOC requirements.
Mr. Cohen has a M.S. degree in Industrial and Organizational Psychology from Radford University and B.A. degree in Psychology from West Virginia University. He is also an adjunct faculty member at the University of Maryland Baltimore County at Shady Grove.

Joanna Colosimo is Vice President of Workforce Analytics & Compliance Strategy at DCI Consulting Group where she provides strategic leadership and oversight for one of the firm’s core lines of business. In this role, Joanna directs a team of two dozen experts delivering advanced workforce analytics and compliance solutions to help organizations meet complex equal employment opportunity (EEO), pay equity, and affirmative action requirements while aligning compliance strategies with business objectives.
With almost 20 years of experience advising federal contractors and Fortune 500 companies, Joanna specializes in developing compliance frameworks that mitigate risk and support organizational growth in various industries and higher-education institutions.
Before joining DCI, Joanna managed compliance and workforce analytics programs in the private sector. Her expertise includes compliance, audit strategy, executive compensation, and diversity and inclusion. She is also experienced in project management for selection testing, validation, hiring quality, employment assessment, and executive compensation evaluation.
Joanna earned an M.A. degree in Industrial and Organizational Psychology from Radford University and a Bachelor of Business Administration and Psychology from Roanoke College. She is a member of several professional groups including the Society for Human Resource Management (SHRM), Society for Industrial and Organizational Psychology (SIOP), and the Washington DC Metro ILG (WMILG). She is certified as a SHRM-SCP and sits on the Board of WMILG, while also acting as Vice President for the Conflict Resolution Center of Montgomery County (CRCMC), a non-profit organization.
